The Transport Department of Telangana functions under the provisions of section 213 of the Motor Vehicle Act, 1988. The main objective of Telangana Transport Department is to bring in the enforcement of the provisions of the Motor Vehicle Act, 1988, enforcement of Telangana Motor Vehicles Taxation Act, 1963.

The Transport Department of Telangana ensures to provide a safe, efficient, and an economic transport service for the movement of passengers and goods on roads.

Telangana Transport Department offers different services for the welfare of road transport and safety, such as issuance license, registrations of vehicles, issuance of permits, etc.

To legally drive a motor vehicle in Telangana, a vehicle owner has to obtain a vehicle insurance. The Motor Vehicles Act, 1988 makes it essential for an individual to obtain a third party insurance that provides coverage against damages caused to third party. Another type of vehicle insurance is the comprehensive car insurance that covers the driver, his vehicle and any damages caused to a third-party or property.

The Motor Vehicles Act, 1988 makes it essential for vehicle owners in Telangana to obtain a vehicle registration number to lawfully drive their vehicle in the state. Registration of the vehicle has to be done under a period of 30 days from the date of vehicle purchase. An application for registration of a motor vehicle in Telangana has to be made at the Telangana by submitting the below mentioned documents.

Documents required for vehicle registration at Telangana RTO

• Application in Form 20
• Sales certificate in Form 21
• Form 22 i.e. road worthiness certificate
• Address proof documents
• In case of Ex-Army Vehicle, sales certificate has to be obtained from concerned authorities in Form 21
• PUC certificate
• In case of registration of an imported vehicle, custom clearance certificate

Renewal of Vehicle Registration in Telangana

Renewal of vehicle registration in Telangana has to be done after 15 days from the date of issuance of the number. Vehicle registration renewal can be done at RTO Telangana on submission of the below documents:

• Vehicle registration certificate
• Vehicle insurance certificate
• PUC certificate
• Form 25
• Applicable application fees

An application for renewal of vehicle registration has to be made before 60 days from the date of expiry.

Transfer of Vehicle from Other State to Telangana

In case an individual has migrated from other state to Telangana and wants to permanently register his vehicle in the state, then he can register his vehicle in the state by following the below process.

The applicant will have to submit the above mentioned documents along with no objection certificate to the Telangana RTO. The no objection certificate has to be obtained from the original registering authority. The applicable application forms and road tax has to be paid along with. On inspection of the vehicle and verification of the documents, the new vehicle registration number is given to the applicant.

Transfer of Vehicle Ownership in Telangana

If an individual wants to transfer the ownership of his vehicle, then he will have to visit the Telangana RTO and submit the below mentioned documents.

• Application in Form 29 and 30
• NOC has to be obtained from the RTO , if the vehicle is registered in other state
• NOC has to be obtained from the financer, if the vehicle is purchased through finance
• PUC certificate
• Vehicle insurance certificate
• Applicable application fees and road taxes
• Vehicle registration certificate
• Affidavit stating the sale and purchase of the vehicle
• Age and address proof documents and passport size photographs

• License : Issuance of learner, permanent, renewal, duplicate, additions of class license and international driving permit.
• Registration : Trade Certificate, Temporary Registration, Permanent Registration, Renewal, Duplicate, Ownership Transfer, Address Change, Reassignment, HP Endorsement, HP Termination, Fresh RC, No Objection Certificate, Diplomatic Vehicles, Number Reservation, Registration Codes, State, District, Vehicles Categorization, Registration Display.
• Permits : Issuance of permits, renewal of permits and issuance of duplicate permits to Auto rickshaw, Motor Cab, Luxury Cabs, Maxi Cab, Bus, Radio Cabs, City Cabs, Prepaid Taxi, Temporary Permit, Private Service Vehicles, Education Institution Buses, Stage Carriage and Goods Carriage Permit.
• Collection of Vehicle Taxes : Collection of Quarterly Tax, Life Time Tax, Green Tax, Countersignature Tax, Short Term Tax, Composite Tax, Border Tax and looking into Tax Exemptions.
• Issuance of Fitness Certificate : Issuance of fitness certificate for transport vehicle, temporary fitness certificate.
• Collecting Fees : Collection of License, Pollution testing, Registration, Permit and Model Approval.
• Penalties : Levying of Prosecution and Compounding taxes.
