All vehicles that ply the roads of Haryana are levied road tax. The Transport Department of Haryana - established under Section 213 of the Motor Vehicles Act, 1988 - has been tasked with the responsibility of determining this tax structure. According to the provisions of the Haryana Motor Vehicles Taxation Act, no entity is permitted to drive any motor vehicle other than those exempted, either wholly or partially, by the State Government.

A motor insurance is mandatory for every vehicle registered at Haryana RTO as per The Motor Vehicle Act, 1988.

Calculating Haryana Road Tax

The State levies road tax on all kinds of vehicles, which includes private and passenger, new and old. The amount of tax is calculated after taking into consideration a number of factors like age of vehicle, engine capacity, seating capacity, weight, etc. Road tax is collected on a one-time basis, and is charged as a percentage of the total cost of vehicle or as a fixed amount, depending on the criteria set for a class of vehicle.

Road Tax – Non Transport Vehicles

Two Wheelers

Description Rate of Tax
a) Up to the value of Rs. 0.75 lakhs 4% of the cost of the vehicle payable one-time.
b) Above the value of Rs. 0.75 lakhs and up to Rs 2 lakhs. 6% of the cost of the vehicle payable one-time.
c) Above the value of Rs. 2 lakhs. 8% of the cost of the vehicle payable one-time.
d) Aside car drawn by the vehicles mentioned above, and invalid carriage. Nil

Four Wheelers

Description Rate of Tax
a) Up to the value of Rs. 6 lakhs. 5% of the cost of the vehicle payable one-time.
b) Above the value of Rs. 6 lakhs and Rs. 20 lakhs 8% of the cost of the vehicle payable one-time.
c) Above the value of Rs. 20 lakhs. 10% of the cost of the vehicle payable one-time.

Having up to three seat excluding driver (two/three wheelers) Rs. 25 per day.
Motor vehicle with seating capacity four to six seats excluding driver (four-wheeler) Rs. 100 per day.
Motor vehicle with seating capacity seven to twelve excluding driver. Rs. 500 per day.
(ii) Contract carriage including All India Tourist Vehicle (Ordinary)
Motor vehicle with seating capacity thirteen to thirty-two (excluding driver) Rs. 750 per day.
Motor vehicle with seating capacity thirty-three and above (excluding driver). Rs. 1000 per day.
(iii) Contract carriage including All India Tourist Vehicle (Deluxe AC)
Motor vehicle with seating capacity thirteen to thirty-two (excluding driver) Rs. 1500 per day.
Motor vehicle with seating capacity thirty-three and above (excluding driver). Rs. 3000 per day.
(iv) Any other vehicle registered in any State but not covered under category (i), (ii) and (iii) above including camper van/caravan, luxury AC buses like Volvo, Mercedes etc. Rs. 3000 per single journey.

Seven to twelve seats excluding driver (four-wheeler) 1450/- per seat per year payable quarterly.
Contract carriage above twelve seats excluding driver.
Ordinary bus Rs. 2050/- per seat per year payable quarterly
Deluxe/semi deluxe Rs. 2650/- per seat per year payable quarterly
Ordinary AC Rs. 2950/- per seat per year payable quarterly
Deluxe/Semi deluxe AC Rs. 4150/- per seat per year payable quarterly
Luxury AC Rs. 4750/- per seat per year payable quarterly
Sleeper Bus (contract carriage)
Berth/Sleeper Capacity up to twenty Rs. 8000/- per seat per year payable quarterly
Berth/Sleeper Capacity more than twenty Rs. 10000/- per seat per year payable quarterly
In sleeper bus, combination of seat and berth total above twenty. Rs. 4750/- per seat and Rs. 8000/- per berth/sleeper per year payable quarterly.
In sleeper bus, combination of seat and berth total above twenty. Rs. 5250/- per seat and Rs. 10000/- per berth/sleeper per year payable quarterly.
Comper van/Caravan (contract carriage) 20% of the cost of the vehicle payable one-time.

How to pay Road Tax in Haryana?

Road tax is payable two ways - online and offline. Under the online mode, vehicle owners can pay road tax through the Transport Department’s web portal. This mode of payment is generally recommended since it is hassle-free and requires minimal formalities. If one chooses the offline mode, the individual would have to approach any of the district RTO offices. The vehicle owner will be required to fill and handover certain forms, which can be collected and deposited in the RTO office. The process generally does not take much time.

Road tax can be paid via the Transport Department’s web portal or at the office of Registering Authority. For new vehicles, this tax is collected during the time of registration.

What is the online process for payment of Haryana road tax?

To pay road tax online, go to Haryana Transport Department’s official website. Click on the Motor Vehicle Tax option that appears on the homepage. Two choices will appear - “Pay Online Motor Vehicle Tax for Other State” and “Pay Online Motor Vehicle Tax for State”. Select the relevant option and proceed to make the payment.

What will happen if road tax is deposited a long period after purchasing a vehicle?

If a vehicle is used for personal reasons and kept in the state without payment of road tax, a penalty will be charged at the rate of 0.5% of the lump sum one-time tax payable, on per day basis from the 31st day of buying the vehicle. For other vehicles, a penalty at the rate of 1% of the road tax due will be charged from 31st day of buying the vehicle (for new vehicles).

Why pay road tax in Haryana?

In India, roads in different states are generally constructed by the respective state governments. The cost, therefore, is borne by the state government. Proceeds from the road tax will be used by the government to build and maintain roads in the state. All vehicle owners in Haryana are required to get their vehicles registered with the RTO along with payment of road tax.
